How do we deal with crises like this storm?

My mother-in-law is paralyzed with fear about the effects of hurricane Sandy, predicted to drop four inches of rain on Toronto tonight. She is worried that if the power goes out she will be alone and helpless in the dark. She is right; our suburbs were not designed for sick single seniors in sidesplits.

This is something we are going to have to figure out, and fast.
